A. Protocols for incoming Filipinos/foreign travelers from countries exempt from Presidential/IATF restrictions, specifically for medical treatment and care
- patient and companion should be fully vaccinated
- sponsor hospital responsible for and to guarantee authenticity of vaccination certificate
- movement limited to point-to-point bubble or airport-hospital-airport
- COVID-19 test is on the account of sponsoring hospital
- only one companion, subject to same protocols, is allowed
B. Minimum protocols for all accredited hospitals offering international patients’ services
- Pre-arrival – Medical/pre-health declaration screening; travel exemption/medical facility quarantine certificate facilitation; arrival endorsement to partner hospital unit
- Arrival – Partner hospital patient pick-up at airport; pre-admission emergency room RT-PCR test; hospital stay depends on condition (minus 10 days if fit for discharge)
- Departure – travel clearance upon discharge; pre-departure RT-PCR swab as required by airline; escorted hospital send-off of patient/companion to airport
C. Patient/medical escort visa requirements to be facilitated by Office of the Secretary of the Department of Health (DOH)
D. DOH to authorize testing/quarantine exemptions for medical treatment and care of fully vaccinated Filipinos/foreign nationals and companions
E. DOH to issue Memorandum Circular to apprise hospitals engaging in treatment and care of Filipinos and foreign nationals
