Heartfelt congratulations to MS. BIANCA BENAVIDEZ, daughter of Philippine Ambassador Virginia H. Benavidez, recipient of the Victoria Doctoral Scholarship, and to all recipients of scholarship awards for being the top scholars of Victoria University of Wellington (VUW) 2014/2015. Bianca is currently pursuing her doctoral degree in hydrology and flood forecasting in the Philippines.
