Administrative Order No. RIB-2007-011 of the Land Transportation Office (LTO) Renewal of License
Since April 2007, pursuant to Administrative Order No. RIB-2007-011 of the Land Transportation Office (LTO), all Filipino citizens presently staying abroad who are holders of authentic Philippine driver’s licenses can already renew their licenses through their authorized representatives in the Philippines. PHILIPPINE DRIVER'S LICENSES CANNOT BE RENEWED BY THE EMBASSY.
The following are the pertinent requirements and procedure:
For the renewal, the authorized representative must personally present to either the LTO, License Section Central Office within the National Capital Region (NCR) or any LTO District Offices/Licensing Centers outside Metro Manila, the following requirements:
- certificate of employment of licensee;
- photocopies of passport (first page, visa page and departure in the Philippines and last arrival overseas);
- letter of authority to authorized representative;
- photocopy of driver’s license; and
- driver’s license receipt (DLR), if available.
Upon presentation of the requirements and payment of fees by the authorized representative, the driver’s license shall be validated by issuing a driver’s license receipt (DLR), which will serve as temporary driver’s license (TDL).
The licensee shall present himself/herself within thirty (30) days upon arrival in the Philippines to the same LTO Office where the renewal was made for photo-taking and to submit the following:
- expired driver’s license;
- original driver’s license receipt (DLR);
- drug test result;
- medical examination certificate;
- TIN No./TIN Card (photocopy); and
- photocopy of passport.
The LTO Office concerned shall then retrieve from its files the documents previously submitted to incorporate with other requirements. The evaluator assigned shall process the documents and after approval, recommend for the production of the driver’s license and release the same to the licensee.The current license fees for the renewal are as follows: P180.00 (Non-Professional) and P240 (Professional). On the other hand, the penalties for expired licenses submitted for renewal are: (a) Non-Professional: P30.00 (1 year); P60.00 (2 years); P80.00 (3 years); and (b) Professional: P40.00 (1 year); P80.00 (2 years); P120.00 (3 years).
