NBI Clearance Application
Note: The Philippine Embassy in Wellington does not process or issue the NBI Clearance. The clearance is issued by the NBI office in Manila only. The Embassy can only provide the prescribed NBI Form no. 5 and assists with the fingerprinting.
NEW APPLICATION
The following are considered new applicants:
- Those who are filing as first time applicants;
- Those previously issued NBI Clearance certificates in 2013 and earlier;
- Those who have corrections in their name, surname, gender, date of birth and with aliases (a.k.a.)
- Those who are foreign nationals
Requirements for new application:
- Accomplished NBI Form no. 5 with fingerprint impressions.*
- Recent Photograph – one (1) coloured photo, size 2”x2”, with white background, taken within the last three (3) months (no eyeglasses, no teeth exposed);
- Photocopy of Valid Passport – if passport is expired, submit valid government-issued ID or birth certificate instead;
- Authorization Letter signed by the applicant - indicating the full name and mobile number of the authorized representative, if the application will be filed through a representative in the Philippines residing in or near Manila; and
- Active Email Address.

The following may administer your fingerprint impressions:
a. NBI Fingerprinting Service at the Philippine Embassy in Wellington - prior appointment is required (strictly no walk-ins). Create an appointment here: https://philippineembassynewzealand.setmore.com/ under OTHER SERVICES then select "NBI Clearance Fingerprinting."
The NBI Form no. 5 will be provided on site, bring the prescribed photo, original valid passport and payment of NZ$43.75 either in cash or EFTPOS.
b. NBI Fingerprinting Service at the Philippine Honorary Consulate in Auckland or Christchurch - prior appointment is required (strictly no walk-ins). Create an appointment here: https://philembassy.org.nz/services/online-appointment.
The NBI Form no. 5 will be provided on site, bring the prescribed photo, valid passport and payment of NZ$43.75
c. Other Fingerprinting service - for those who are unable to personally visit or nowhere near the Philippine Embassy in Wellington, Honorary Consulate in Auckland or Christchurch, may look and go at the nearest New Zealand Fingerprinting Office (https://www.nzfingerprintingservice.co.nz/) or any local office that offers fingerprinting services.
In this case, you will need to request the prescribed original NBI Form no. 5 from the Embassy via courier by sending the following:
- Photocopy of your valid passport
- Letter or note that you are “Requesting NBI Form no. 5;” and
- Extra Plastic Courier Bag - self-addressed, A4 size, with tracking number. The courier bag will be used to send the requested form.

Instruction if you are going to other/local fingerprinting service office:
Bring the accomplished NBI Form no. 5, prescribed photo, original valid passport and payment. The accepting officer who attached the photo and the person who administered the fingerprint impressions must sign the form where provided.

RENEWAL APPLICATION
Those Filipino nationals previously issued NBI Clearance certificates from 2014 onwards and have no correction except for the address and civil status.
Requirements for renewal application:
- Latest NBI Clearance certificate;
- Recent Photo – one coloured (1) 2”x2” size with white background taken within the last three (3) months (no eyeglasses, no teeth exposed);
- Photocopy of Valid Passport;
- Authorization Letter signed by the applicant - stating the full name and mobile number of the authorized person, if filing through a representative in the Philippines; and
- Active Email Address of the applicant

To facilitate the processing, kindly note the following:
- It is strongly recommended that you appoint a representative in the Philippines to process your NBI Clearance Certificate.
- Filing/processing may only be done through NBI Manila. However, those whose representatives are based in the provinces may contact the Mailed Clearance Section via the mobile numbers indicated below for specific instructions on how to file their application.
- If you are having issues with your online renewal, you may directly message the NBI managing the website through their “Contact Us” messaging tool found below the homepage.
- It is advisable that you transmit an advance copy of your application and all other requirements via email.
Other important notes:
- Make sure that you also provide the Mail Clearance Section with your e-mail address through which an advance copy of your NBI Clearance Certificate may be transmitted.
- Processing time will take a maximum of five (5) working days upon receipt of your documents by the Mailed Clearance Section.
- Once you receive your new NBI clearance certificate, make sure to examine it for the presence of embossed NBI dry-seal and that you affix your right thumbmark on the space provided for this purpose.
